Vice-Rectors

The two Vice-Rectors and the Secretary General are appointed by the Superior of the Notre-Dame-du-Cap Province of the Congregation of the Missionary Oblates of Mary Immaculate with the approval of that organization’s council, on the recommendation of the Rector of the University after consultation with the members of the Senate and with the approval of the Council of Administration.

Vice-Rector, Academic and Research

Role:

The Vice-Rector, Academic and Research works closely with the Deans to set the University’s broad academic directions, design and regularly evaluate programs, recruit and retain professors, and establish student-recruitment strategies.

The Vice-Rector, Academic and Research oversees the University’s four faculties and their programs and schools, and the Library. The portfolio also includes several academic initiatives and services designed to help students make the most of their university experience and to guide professors in their academic pursuits.

The Vice-Rector, Academic and Research is the highest-ranking officer after the Rector and, as such, acts as Rector in that person’s absence or if the position is vacant.

Biography

Jean-Marc Barrette was born in 1964 in Lorrainville, in Quebec’s Témiscamingue region. After studying pure science at the Collège de l’Abitibi-Témiscamingue, he completed a BA, an MA and a PhD (1995) in French literature at the University of Ottawa. In addition to a number of scientific papers, he has published several books: Le Soleil de Pierre (a novel, Vents d’Ouest, 2001, 222 p.), L’Univers de Michel Tremblay: dictionnaire des personnages (Presses de l’Université de Montréal, 1996, 544 p.), and Index numérique et descriptif du fonds François-Xavier-Garneau (Centre de recherche en civilisation canadienne-française [CRCCF], 1995, xx-115 p.). He also coedited Hommage aux Premiers Prix du Concours provincial de français de l’Ontario – depuis 1938 (1992, 112 p.).

He first worked as a part-time instructor at the Collège de l’Outaouais, then at the University of Ottawa and the Université du Québec en Abitibi-Témiscamingue. He moved on to become news director for a regional weekly, then in 1999 was recruited by the Faculty of Arts at the University of Ottawa (uOttawa) to head research development. In late 2004 he was appointed executive assistant to uOttawa’s Vice-President Academic and Provost, where his duties included strategic academic planning. He was appointed Vice-Rector, Academic and Research at Saint Paul University in 2011.

 

 

Vice-Rector, Administration

Role:

The Vice-Rector, Administration is the financial and administrative director of Saint Paul University. As such, he oversees the management of the human, financial and material resources the University needs to carry out its mission, and ensures that members of the University community have access to the services and resources they need to make the most of their university experience. The Vice-Rector, Administration is responsible for SPU’s Financial Services, Human Resources, Campus Services, Computer and Distance Education Services, and Food and Conference Services.

Biography

photo du vice recteur à l'administration Normand BeaulieuNormand Beaulieu is a graduate of the Université du Québec en Outaouais (certificate in accounting science, 1994) and obtained his Certified General Accountant designation in 1995. He is a member of the Ordre des comptables professionnels agréés du Québec (CPA, CGA).

Normand has over 30 years’ professional experience, including 20 years as a senior manager.

His areas of expertise include project, financial, human resources and material resources management, notably in infrastructure financing and customer service.


Before joining Saint Paul University (SPU) in 2012 as Director of Finance Services, Mr. Beaulieu worked for 15 years as a municipal administrator and treasurer in eastern Ontario. He was appointed SPU’s Vice-Rector, Administration in October 2015.

 

Secretary General

Role:

The Secretary General is responsible for the smooth governance of Saint Paul University. He provides the secretarial services required for the effective functioning of the Council of Administration, the Senate and their various committees. In that capacity, he ensures the integrity and timely circulation of decisions taken during official proceedings, and maintains the University archives. He is responsible for the enforcement of the Charter and Statutes of Saint Paul University and for the protection of the University’s rights, through vigilant oversight and regular updating of its policies and regulations in accordance with the applicable laws. He certifies all official documents (except student records) issued by the University, and coordinates the conducting of corporate institutional events, including the closing of the academic year.

Biography

Robert DixonRobert (Bob) Dixon completed a Master of Arts in Public Ethics from Saint Paul University. His MA thesis examined the issues of ethics and governance during the Haiti earthquake. He also holds two baccalaureate degrees from the University of Ottawa.

He possesses extensive knowledge and experience in governance, human resources, recruitment, project management and conflict management.

Robert worked with the Canadian Armed Forces for more than 37 years, serving in various capacities both within Canada and internationally.

Most recently, as a strategic level human resources senior project manager, he led nine teams that had the mandate to manage the employment structure change management framework.

Previously, as Senior Staff Officer, Coordination with the Joint Delegation of Canada to the North Atlantic Treaty Organization (NATO), he advised the Military Representative of Canada on NATO matters, including gender perspectives and UNSCR 1325. As part of the NATO Headquarters executive team, he supported the senior Military Committee in the planning and conduct of its meetings.

As the officer responsible for humanitarian assistance policy on the Canadian Interdepartmental Task Force on Disaster Response at National Defence Headquarters in Ottawa, he participated in Canada’s response to several natural disasters, notably the Haiti earthquake (2010) and the Japanese tsunami (2011).

Building upon previous experiences in recruitment as a career counsellor and manager, he coordinated military recruitment operations across Canada and oversaw the development and implementation of successful recruiting programmes, including those focused on Aboriginal people and ethnic minorities in Canada.

In his various tours on international peacekeeping missions with the United Nations and NATO in Bosnia, he coordinated the provision of humanitarian aid with international organizations and non-governmental agencies. He also supervised a liaison team that conducted negotiations with the Former Warring Factions that contributed to the successful implementation of the Dayton Peace Accord.

Bob Dixon was appointed Secretary General of Saint Paul University in June 2016.
