New Ontario Tuition Grant

The primary focus of Saint Paul University's Financial Aid service is to provide students with financial counselling and financial aid on a timely and fair basis. Our goal is to facilitate access to post-secondary education and to assist students with the sound management of their financial resources.
As student service providers we
- administer the OSAP program and its various components, such as Excellence Scholarships, the Bursary for Students with Disabilities, and Canada Study Grants and Part-time Canada Student Loans, among others;
The online full-time application automatically considers you for the following OSAP programs:
- Canada-Ontario Integrated Student Loan
- Ontario Student Opportunity Grant
- Queen Elizabeth II Aiming for the Top Scholarship
- Ontario Access Grant
- Ontario Access Grant for Crown Wards
- Canada Student Grant for Persons with Dependents
- Canada Student Grant for Persons from Middle-Income Families
- Canada Student Grant for Persons from Low-Income Families
- Canada Student Grant for Persons with Permanent Disabilities
- Transition Grant
- Ontario Distance Grants – Travel or Commuting
- Textbook and Technology Grant
- distribute all other provinces' governmental loans and grants;
- manage, among other things, Saint Paul University Financial Aid Bursaries for Graduates and Undergraduates.
Government loans may not cover the full cost of tuition.
A student may only apply from the province of residence in which he or she has most recently lived for at least 12 consecutive months, excluding time spent as a full-time student at a post-secondary institution.
A loan application must be submitted for each academic year you attend. Student loan applications are produced by your provincial loan office and usually become available each year at the end of April. Applications are also available online on your provincial student loan program website, and are typically the preferred method of applying. Paper applications have, in some cases, been eliminated.
You may submit a loan application prior to receiving your acceptance letter from Saint Paul University’s admission office. Submit your application as early as possible (before mid-June) to ensure that your loan will be available the first week of classes. Processing times may vary and can take eight to 10 weeks.
You may obtain student loan information from your provincial loan office or by contacting an admissions and student services officer.
Additional loans
Private loans may be available through participating financial institutions. Please contact your financial institution for additional details.
OSAP Requirements and Compliance
Active student participation and satisfactory scholastic progress policy
All students receiving OSAP or other provincial loans are required to adhere to applicable OSAP regulations and conditions, including active participation and satisfactory scholastic progress to the full extent of SPU's satisfactory academic progress requirements. Students will be disqualified from eligibility for OSAP or government loans and withdrawn from loan arrangements if they fail to meet the requirement of full-time status (a course load of 60 percent or more at the undergraduate level). Graduate students must have full-time status regardless of their course load.
Students who are absent for 5 consecutive days of scheduled classes without a valid and documented reason will be withdrawn from their program.
Withdrawal from OSAP eligibility is automatic and does not require written notification.
In addition, all students receiving OSAP must achieve satisfactory scholastic progress at their institution (a minimum passing grade in each course) while maintaining all of the conditions stated above. Students not meeting the scholastic progress requirement will be subject to the following consequences and remedies, as required by the Ministry of Training, Colleges and Universities:

Important information on student loans
Saint Paul University complies fully with the performance requirements for the administration of the Ontario Student Assistance Program (OSAP) by Public Schools as set out by the Ministry of Training, Colleges and Universities (MTCU), to ensure proper administration of public funds and the prevention of program abuse and fraud.
Negotiation of student government loans
1. Pick up a loan/grant certificate from Admissions and Student Services room 154. You must present your SIN card and government-issued photo ID to negotiate your loan.
2. A financial aid agent as well as the student will sign the loan/grant certificate for the loan to be negotiated.
3. Take the loan/grant certificate to a designated postal outlet or agency approved to process your loan within 30 days of signing it. Outlets are listed on the Canada Student Loans website.
4. If loan documents have not arrived by the first day of class, the student can complete a Schedule 2 form to maintain interest-free status.

Deadline to submit your OSAP application: deadline dates to submit your OSAP applications depend on the duration of your program (one term or more).

Confirmation of Enrolment: your Confirmation of Enrolment form must be received and processed by the ministry no later than 30 days before the end of your current study period.

Getting your Loan Certificate or Grant Cheque: to get your Loan Certificate or Grant Cheque, make sure to follow the steps as defined by OSAP.

Queen Elizabeth II Aiming for the Top Scholarship: consult the deadline dates concerning the submission or your application, for your declaration signature page, to request an appeal, and to find additional information on payments and the renewal process.

Grants, Bursaries and other forms of non-repayable financial assistance: in addition to student loans, OSAP also provides grant, bursary, scholarship and fellowship assistance, which students are not required to repay.
OSAP Appeals
OSAP has a standard way of calculating your financial need to determine how much you are entitled to receive. Your situation may not be standard and the money you receive may not cover all of your expenses. Should you wish to discuss your appeal options, please phone Student Financial Services and make an appointment with an Officer. The Ministry will consider appeals based on the following circumstances:
- Family breakdowns
- Exceptional parental expenses
- pre-study income contributions
- study period educational expenses
- study period income contributions
- asset contributions
- credit screening
You may be required to provide documentation. Please understand that some appeals can take up to 8 weeks to be processed by the Ministry. The appeal deadline is 60 days before the end of your study period.
Continuation of Interest-free Status
In order to maintain an interest-free status on your previous OSAP loans, you must fill out one of the following forms:
- Continuation of Interest-Free Status/Confirmation of Enrolment form (Schedule 2) if you are not receiving OSAP financial assistance or if your funds are not yet available. OR
- Confirmation of Enrolment if you are receiving OSAP financial assistance, and your funds are now available at Financial Aid and Awards Service.

* Please note that students who do not qualify for a loan must complete the appropriate Continuation of Interest-free Status form (Schedule 2) from their province.

Loan repayment responsibilities – OSAP/CSL
Loan repayment begins six months after the completion of your studies, or when you have stopped being a full-time post-secondary student. Interest accrues on the loan from the time you are no longer a full-time student. The rates and conditions for repayment are set at the time of repayment.
It is the borrower's responsibility to understand the terms and conditions of the loans. Specific information is available on each of the provincial loan program websites. For students who temporarily cannot repay their loans due to low income, interest relief and/or debt-reduction programs may be available to aid you in paying the interest on your loans. Applications are available from Admissions and Student Services or from your lender.
